The question

Choose the best answer.

The flyer says, "Space is limited to 12 students per class." What does limited to mean?

  • At least
  • No more thanCorrect answer
  • Exactly the same as
  • Saved for

Why “No more than” is correct

This tests a phrase common in notices and forms. "Limited to 12" sets the highest number allowed, so a class can have 12 students or fewer. English learners often confuse "limited to" with "at least" or with an exact number.

Why the other answers are wrong

  • At least — This is the opposite: "at least" sets a lowest number, not a highest.
  • Exactly the same as — A class can have fewer than 12 students; 12 is only the most allowed.
  • Saved for — The phrase is about how many students fit, not who the places are saved for.
